Just Energy Transition Program
Indus Consortium since December 2020 working in the realm of advocating climate-friendly green financing and phase-down of fossil gas projects in Pakistan. Under the Just Energy Transition program, Indus Consortium is engaged with national and International Financing Institutions for advocating the implementation of green financing in the energy sector. Indus Consortium is tracking the implementation of the State Bank of Pakistan’s frameworks including Green Banking Guidelines (GBG) and Financing Scheme for Renewable Energy (FSRE) through research work and advocacy.
With the World Bank Group (WBG), Indus Consortium is engaged in the consultation process as a stakeholder, tracking its financing and assistance in the energy sector and advocating green financing initiatives. Indu’s consortium has been engaged in the consultative process of country partnership framework (CPF) under the umbrella of GROW Green Network of Pakistan which was established and strengthened and has representation from 23 organizations of Punjab, Sindh, and Baluchistan provinces of Pakistan. IC is currently engaged with WBG at the consultation level in projects including PACE programs and Climate Change Action Plan (CCAP) for Pakistan.
With the Asian Development Bank (ADB), Indus Consortium is engaged in the Energy Transition Mechanism (ETM) process for Pakistan advocating community-inclusive just energy transition for the people of Pakistan. Moreover, Indus Consortium is campaigning for the phase-down of fossil gas and the promotion of Renewable Energy in Pakistan. Indus Consortium is also engaged with MNCs by tracking their investments in fossil fuel projects.

Indus Consortium implemented GROW Campaign of Oxfam in Punjab province in Pakistan.Formed provincial and district forums, and engaged small growers, women farmers, journalists, and academia for feedback and input on the draft climate change policy of Punjab.Developed budget primer consecutively for five years and use it as a budget advocacy tool, to track, and analyze the allocation and effectiveness of the climate change budget of Punjab province. Presented recommendations to P&D, Environment Ministry, and policymakers.Developed local adaptation plan of actions of district Layya and District Rajnapur and implemented with the facilitation of relevant district departments.Build capacities of UC counselors, chairman, and women counselors regarding budget cycle at the UC level. Due to successful advocacy, the Punjab government engaged IC as a member of the technical committee for the finalization of a draft climate change policy, and the provincial budget of Punjab province was increased by 100% in the year of 2017, which was also a great accomplishment of Indus Consortium work.
Climate finance: Climate Public Expenditure Review. Punjab (2015-2018).
- Conducted Climate Public Expenditure Review for consecutive 5 years.
- Report was endorsed by P&D, the Ministry of Environment, and other government departments
- Report was looking at allocations and expenditures related to climate change.
- Findings were shared with the climate change ministry and P&D through public forums organized by the provincial steering committee, a representative forum of different stakeholders including universities.
- Academic institutions including Punjab University Lahore, Arid Agriculture University Rawalpindi, and BZU Multan were engaged in policy discourse
- In 2017. The budget for climate change in Punjab province was increased by 100%
